Thailand Considers 1,000 Baht Exit Fee to Boost Domestic Tourism

Thailand’s tourism authorities are exploring a proposal to introduce a departure fee for citizens traveling abroad, with the aim of channeling funds into domestic tourism support programs.

According to Bangkok Post, the initiative was put forward by Surasak Phancharoenworakul, who suggested a charge of 1,000 baht per outbound trip. The revenue would be used to subsidize travel within the country and encourage local tourism spending.

The proposal is based on an existing legal framework—the 1983 exit tax decree—which technically remains valid even though the fee has not been collected for years. Previously, the charge stood at 500 baht, but the law allows for a maximum of up to 5,000 baht per trip, giving authorities flexibility to adjust the rate.

If implemented, the measure would apply only to Thai nationals. With outbound travel volumes estimated at around 10 million trips annually, the scheme could generate up to 10 billion baht per year. These funds would likely be directed toward co-payment programs designed to make domestic travel more accessible.

The tourism minister indicated that discussions with the Ministry of Finance are needed before moving forward. Final approval would also require endorsement from the cabinet. He added that the proposed fee is unlikely to significantly affect outbound travel demand, as airfare prices remain the primary cost factor for travelers.

Separately, Thailand is already preparing to increase airport-related charges for international departures. Starting June 20, 2026, the Passenger Service Charge (PSC) will rise from 730 baht to 1,120 baht for international flights.

The increase will apply at six major airports operated by Airports of Thailand:

• Suvarnabhumi Airport

• Don Mueang Airport

• Chiang Mai Airport

• Mae Fah Luang Chiang Rai Airport

• Phuket International Airport

• Hat Yai Airport

Authorities clarified that the PSC increase applies only to international departures. Fees for domestic flights will remain unchanged at 130 baht, in line with government efforts to support internal tourism.
